Opening safes and broken maintenance doors

How can I open the safes located in various houses on Emerald City and the broken maintenance doors in the safehouses?

Safes can be opened with an electro shocker. I don't think the maintenance doors can be opened at the moment. Not sure if that's permanent or if they'll eventually have a function.

I really hope the maintenance doors will help act as a fast travel system between safe houses.

The developers have said that there will be some areas above ground that in some playthroughs might be blocked and will require underground travel to reach. Hence the torches because right now it doesnt get dark enough to need a flashlight but its going to be really dark in the tunnels they say so we will see... or not see... who knows
